Louis Rubino, CPA, JD, is a Founding Shareholder of Rubino and has been a leader in the accounting profession since 1967. As co-founder of the firm, Lou has played a key role in building Rubino into one of the leading public accounting firms, the 30th largest, in the Washington DC metropolitan area.
He provides strategic consulting on government contracting, regulatory compliance, and procurement matters, helping contractors, government agencies, and private organizations navigate complex financial and regulatory requirements.
Lou also advises clients on construction claims, contract disputes, and litigation support services, including the preparation and analysis of claims for damages, expert testimony, and consulting on cost accounting and compliance issues.
Lou began his career with an internship at the Defense Contract Audit Agency, which sparked his long-standing focus on government contracting and regulatory compliance.
Before launching Rubino in 1980 with partner Pat McGeehin, he worked at Coopers & Lybrand, where he developed expertise in government contract disputes and construction claims analysis. Today,
Lou continues to provide business advisory services to clients across a range of industries while supporting organizations involved in government procurement, compliance reporting, and dispute resolution.
